The National Lottery Authority (NLA) of Liberia, established in 2015, serves as the regulatory body overseeing all games of chance within the country. In November 2025, the NLA introduced the world’s first International Integrated Gaming License, a groundbreaking framework that combines regulatory approval with direct access to local banking, compliance officers, and global operational reach. This initiative aims to attract international operators by offering a comprehensive package that includes a verified local bank account, a dedicated Anti-Money Laundering (AML) Officer, and a unique business address, thereby eliminating the shortcomings of traditional offshore licenses. Additionally, the NLA has been proactive in modernizing Liberia’s gaming sector through strategic partnerships. Collaborating with Blue Star High Tech Liberia Limited, the NLA launched the 5/90 Ball Lotto Games in November 2025, marking a significant milestone in the country’s lottery industry. This partnership is expected to create over 500 sustainable jobs across six counties, enhancing public participation in regulated lottery games while ensuring fairness and adherence to international gaming standards. To further strengthen the gaming sector, the NLA initiated a five-year strategic plan (2025-2030) aimed at transforming the industry into a major revenue source aligned with national development priorities. This plan focuses on staff motivation, corporate productivity, and sustainable growth, positioning the NLA as Liberia’s strategic gaming regulator. The NLA’s commitment to regulatory compliance is evident in its enforcement actions, such as the suspension of Lipay Bet (1xBet) operations in October 2024 due to violations of gaming regulations. By implementing innovative licensing frameworks and fostering strategic partnerships, the NLA continues to play a pivotal role in shaping a transparent, responsible, and thriving gaming industry in Liberia.
